I would assume that its paint shop pro, but thats a guess.

lol, for this I used powerpoint, then windows photo gallery (which is on Vista), then saved it in photobucket lol

powerpoint i used cos you can group pics, for example the fire in my sig is actially 4 pics grouped together and on my powerpoint you can do soft edges

you could do two people fighting, one guy shoving the other (instigating him)
and have instigata below it in some kind of text


or, type in instigata into google images and look at the 2nd row
you could use those, they look like that would make fine sigs
